Each power keeps a single pool of Basic Resource Points, and that one pool pays for offensives, declarations of war, diplomacy, rail movement and construction alike, so every season is a decision about what not to spend it on. Fronts are opened by purchase rather than by wish: only an offensive releases movement points. Supply is blocked by enemy formations rather than by the zones they project, capitals must be stormed rather than walked into, and a finite counter mix means losses genuinely hurt.
