- Makes News release publishing idempotent for duplicate slugs.
- Updates an existing release article instead of throwing SQLSTATE 1062.
- Treats duplicate-slug updater errors as resolved historical events.
- Treats 'package is not newer' updater messages as informational history.
- Uses timestamps from individual log lines to determine whether critical errors are current.
- Adds Resolved / Historical classification to Admin Error Audit.
- Allows Dashboard Health to return to 100% when no current critical errors remain.
